Bighorn Basin Tourism Readiness Assessment

Abstract
This capstone project, conducted by students from the University of Wyoming’s Haub School of Environment and Natural Resources, evaluates the tourism readiness of the Bighorn Basin in north-central Wyoming in anticipation of the expansion of the Great American Rail-Trail. The study supports the Rails-to-Trails Conservancy’s initiative to extend the national trail system through the region, particularly between Thermopolis and Cody, Wyoming. Through site visits, digital audits, and community engagement, the team assessed six towns using the "5 A’s" framework: Attractions, Accessibility, Amenities, Accommodations, and Activities. Each community was analyzed for its current tourism infrastructure, strengths, and gaps. Site visits revealed significant assets like Hot Springs State Park, Shell Falls, and the Bighorn Canyon National Recreation Area. However, the assessment also noted underutilized features, a lack of trail connectivity, and limited tourism promotion. Overall, this report provides actionable insights and recommendations to help Bighorn Basin communities prepare for and benefit from increased tourism linked to the Great American Rail-Trail expansion. It emphasizes sustainable growth, economic opportunity, and enhanced quality of life for residents and visitors alike.
