Pavement Management System Analysis for Sweetwater County and Wyoming

Abstract
This study presents a comprehensive pavement management system (PMS) analysis for Sweetwater County, Wyoming, aimed at improving roadway conditions under budget constraints. Pavement condition data including Pavement Condition Index (PCI), International Roughness Index (IRI), rut depth, and Present Serviceability Index (PSI) were analyzed using Wyoming Department of Transportation (WyDOT) methodologies. The study compares county roads with statewide highway systems and evaluates pavement performance across multiple condition indices. Results indicate that approximately 69% of county roads are in very poor condition, highlighting the urgent need for maintenance interventions. Four maintenance strategies were evaluated over a five-year period, including do-nothing, fixed budget, steady-state PSI, and critical budget scenarios. The findings show that a critical budget strategy with higher upfront investment provides the most effective improvement in pavement condition while minimizing long-term costs. This study highlights the importance of data-driven pavement management, optimization techniques, and sustainable infrastructure planning in transportation engineering.
